Newport News, one of Virginia’s many independent municipalities, is the fifth-most populous city in Virginia, with an estimated 183,412 residents in 2013. The city, which lies on the northern bank of the James River, is believed to have been first settled in 1619.

It sprang from a settlement, which, by 1621, was known as “Newport’s News”, a name, the origin of which, has generated much speculation. One hypothesis is that the settlement was named after Christopher Newport, the captain of a ship taking Jamestown colonists fleeing the colony after “Starving Time” back to England.

On the voyage, they met a fleet of supply ships on their way to Jamestown and were so cheered by the encounter that they named the community after Newport's "good news". Another suggestion is that the name is derived partly from the town’s proximity to the James River and partly from Sir William Newce, an English soldier, who had settled there.

Sales tax in the state of Virginia is currently 4.3%. However, local jurisdictions typically apply a tax, which can make the total rate as high as 7.0%. Starting on January 1, 2019, and running through June 30, 2022, sales of precious metals more than $1,000 are exempted from the tax.

The law states that sales tax “shall not apply to the following... gold, silver or platinum bullion or legal tender coins whose sales price exceeds $1,000. Each piece of gold, silver, or platinum or legal tender coin need not exceed $1,000, provided that the sales price of one entire transaction of such pieces exceeds $1,000." However, sales tax will apply to sales of precious metals, where the entire transaction is less than $1,000.
